The Four Phases of Emergency Services
The elements that make up a community's Emergency Operations Plan

o
The Preparation
The real reason for Emergency
Managers/Coordinators.

Communication plans, multi-agency coordination, incident command, exercise emergency warning systems, shelters, medical capabilities, evacuation plans, stockpiling supplies and equipment. Full-scale exercises, tabletops, disaster drills and critiques are at the heart of all preparedness efforts. It is not a small task.

o

o
The Response
Will be equal to the Preparation.

Mobilization of Fire and Police First Responders, CERT teams, activating the Community's EOC, coordinating relief efforts in search & rescue, fire suppression, medical triage and damage assessment. These efforts will quickly turn to fulfilling the basic humanitarian needs of the affected residents because many will not be prepared for what has happened. Evacuations, providing outside communications to residents, via radio or Internet (cell phones and land lines may be disrupted), assistance with pets, making sure the disabled have assistance, are examples of response efforts.

Natural Responses to
Un-Natural Events
o

o
The Recovery
Getting things back to normal.
Begins after the immediate threat
to human life has subsided.

It ranges from debris removal to applying for federal
funding to reviewing everything that just happened.

o
Mitigation (Prevention)
Is Basic Prevention.
Looking around for threats to life and
property that can be eliminated.

And, Emergency Preparedness Education. Getting the word out to the community about
what to do in a disaster.

Our little friends...

They need us, but in times of
stress, we really need them.

Pet shelters and human shelters close by is a good thing.
